On October 22nd, 2014 a lone gun man, armed with a hunting rifle, shot a Canadian soldier, Nathan Cirillo, at the War Memorial in Ottawa, Canada. The gunman, named Michael Zehaf-Bibeau, then went on to storm the Parliament Buildings which are a block away. He penetrated the heavy security around the legislative buildings. Security officers shot and killed him in an interior corridor near where many legislators were at work. In the aftermath, the Canadian government was able to facilitate passing the controversial Bill C-51, giving expanded, and many say unconstitutional, powers to Canada's security services. As a result civil liberties in Canada have been significantly reduced.

Professor MacQueen has uncovered similarities between what happened in Ottawa and quite a few other instances of terrorism in Canada and the U.S.A. In many of those other instances, police or intelligence agencies acted as "Agents Provocateur" to encourage gullible and mentally challenged young men to launch quixotic terror type attacks.

In this meticulously researched and documented report, Professor MacQueen brings his lifetime of professional expertise to bear. He summarizes the events in detail and analyzes the evidence released by police in their reports and by the media. He finds many unanswered questions.

For example
- How did a homeless man, with a criminal record, like Zehaf-Bibeau, obtain a rifle and ammunition? In Canada, firearms are tightly controlled and it is virtually impossible for someone with a criminal record to obtain one.
-How did a homeless man obtain a car and drive it from Montreal to Ottawa without license plates?
-A Canadian soldier, Martin Couture-Rouleau, was murdered in Quebec just 2 days before by a seemingly deranged terrorist. Is there a connection?
-Did Zehalf-Bibeau have accomplices?

The police investigation steered clear of these central questions and is marred by poor methodology and unjustified conclusions. Canadian journalist have declined to probe these troubling issues. Michael Zehaf-Bibeau is dead, and cannot speak to help with answers. This report is the only independent and authoritative inquiry available.

Professor MacQueen sets out 34 unanswered questions and concludes that only an independent Public Inquiry, with the power to compel testimony, can answer them.

Graeme MacQueen was born and raised in Canada. He received his Ph.D. in Buddhist studies from Harvard University and taught in the Religious Studies department of McMaster University in Hamilton, Ontario for 30 years. In 1989, he became founding Director of the Centre for Peace Studies at McMaster, after which he was involved in peace-building projects in several war zones.

These scholarly research papers always give me hope that someday democracy may try to recover her history and accept responsibility for government.
MacQueen's paper is thorough and the bibliography is the mark of good research. I read the entire paper in an evening, well written, and the questions he raises demand a rule-of-law process for any free society that must have consensus and accountability to function.
The difference between what is accepted in this event and what we observed in Oct. 2014 is so stark it frightens me - can this cartoon existence go on much longer? Someday historians will look back on this Age of TV and try to piece together what really happened and these anthologies of research will be what they use to work with.
I had hoped MacQueen would have tried to interpret the shouting in the video just before that explosion of shooting that killed Bibeau - to me it sounded like French and with the echo it's impossible to hear. Can someone with sound skills figure it out? I think he was a patsy and did not realize until just before his killing, that his death was a part of the script; that "lone gunman" pattern we see so often.
We must recover our history. Canadians must insist their rule-of-law process be respected and an effort at answering MacQueen's 34 questions be made. Perhaps an example of investigation will motivate America to demand accuracy in her history as well.
MacQueen's "The 2001 Anthrax Deception..." was desperately needed - these events seem to be slipping into a fraudulent history.

Getttng to the truth is not easy but Professor MacQueen continues to try.

On October 2014 a lone gunman in Ottawa shot a Canadian soldier and shortly after 31 bullets killed him. Professor MacQueen, a recently retired professor of religious studies at McMaster University in Hamilton, had questions. He has spent years in the peace movement and was a founding director of the Centre of Peace Studies.

He’s a quiet gentle man and a methodical researcher and his previous research on the anthrax attacks within the U.S. had shown him that tragic events can be used for political purposes. In this recent case, a single murder by a lone attacker, was used by the government of Canada to rapidly pass a series of bills that reduced civil liberties and expanded the power of the security services. The tragedy didn’t go to waste.

Already wary from the way the anthrax attacks had been used, Professor MacQueen examined the events of the parliament hill murder and found that there was no proper examination and that police reports had serious flaws. MacQueen is a specialist on eye witness accounts and how valuable they can be in criminal investigations if they are properly done. They were not, in this case.

His book is a careful objective look at the facts and Professor MacQueen concludes that the facts warrant a proper inquiry. If you want the truth about this event, this book is a good place to start.
